Goa First — Government Scheme Assistance Privacy Notice
Effective: 2026-09-08 · Version 2026-09-08.2
1. Who this service is for
Goa First assists citizens who voluntarily request help to prepare and print government-scheme applications. Goa First does not determine eligibility, approve applications, guarantee benefits or sign on behalf of citizens. The relevant government authority makes those decisions.
2. Information needed for the selected service
The Goa Ujjwala pilot asks for applicant name, husband’s/father’s name, date of birth and age, marital status, address, taluka, PIN, mobile number, optional email and application category. The supplied form requires temporary Aadhaar for printing. Bank passbooks, EPIC, LPG and Aadhaar copies are paper enclosures: this pilot does not upload or store those documents or bank-account numbers. Other schemes will have their own reviewed requirements.
3. Purpose and limits
We use relevant information only to prepare the requested form, let you correct it, support authorised printing, secure the service and maintain a limited audit trail. We do not use scheme-assistance data for political profiling, campaign targeting, voter scoring, unrelated outreach or persuasion. No application is created just because someone exists in a citizen or electoral database.
4. Temporary Aadhaar handling
Full Aadhaar is encrypted separately from the citizen profile. It is not returned in application lists or saved forms. Help-desk screens and citizen previews show masked digits. Only the authorised server print process decrypts it for the applicant’s own printing request or the assigned help desk. Stored full Aadhaar is deleted after confirmed successful printing or the application’s retention deadline, whichever is first. The configured maximum is 120 hours. The application deadline is shown before entry and on the application. After deletion, a reprint requires citizen re-entry; a last-four reference and deletion timestamp may remain.
5. PDFs and printing
You can print your own saved application or ask an authorised operator at your assigned help desk to print it. The printing copy includes full Aadhaar. PDFs are generated just in time, not permanently stored by the server, and returned with no-store headers through a short-lived in-memory link. If you download a copy to take for printing, keep it private and delete it after printing. Close the PDF and clear the print queue and shared-computer session. The website cannot delete downloads, browser copies or operating-system printer files. Downloading or clicking Print is not proof of a successful physical print. The person who requested that print must separately confirm that the complete paper is readable before stored Aadhaar is deleted. A failed or unconfirmed print retains the encrypted number until confirmation or expiry. You review and physically sign the paper. No signature image or biometric is captured by Goa First.
6. EPIC and public-record checks
The supplied form asks Open Category applicants to enclose a valid EPIC copy. This pilot does not need the number entered online. Any future lawful public-record validation must be separately reviewed, used only to identify possible errors and presented to you for correction; it must not silently overwrite your details or create a political profile.
7. Phone and optional communications
Phone details needed for your account, security or requested service may be retained under the account privacy policy. Optional scheme updates use a separate unchecked choice, editable on your application. Withdrawing optional messages does not prevent scheme assistance. Birthday, promotional and unrelated messages are not covered by this consent.
8. Retention and audit evidence
Temporary Aadhaar expires as described above. Ordinary application details are scheduled for deletion 730 days after an authorised operator explicitly closes the assistance case. Printing by itself is not case closure and does not start this separate retention period. Case closure stops reprints and optional updates; a retry cannot extend the deadline. You may request earlier deletion through your application. The scheduled cleanup clears personal form details and any last-four reference while retaining minimal immutable application-reference, actor, event and timestamp evidence. Audit records never contain full Aadhaar, bank numbers or document contents. Database backup expiry, restore-time cleanup, minimal audit retention and legal exceptions require an approved operating policy before launch. Backups may retain encrypted historical data until infrastructure retention expires; database deletion alone does not purge every backup.
9. Sharing
Goa First does not sell personal data. Access is restricted to you, authorised personnel at your assigned help desk, scoped supervisors and necessary service providers. Government authorities receive the paper form you choose to submit. Other disclosures require a lawful and necessary basis. Welfare data is kept separate from political and election analytics.
10. Security
Controls include server-side validation and authentication, site-scoped permissions, database row-level policies, temporary encryption, no-store sensitive responses and privacy-safe audits. No ordinary operator or developer screen reveals decrypted Aadhaar. No system is completely risk-free; security testing, managed printing and infrastructure review are required before this pilot accepts sensitive data.
11. Your choices and requests
Review and correct your details before marking the application ready. A form already being printed is locked against concurrent edits; ask the desk to finish that attempt, or cancel and start again. Request deletion from your application. Minimal audit evidence remains without the deleted personal fields. Contact the privacy team below for assistance, access or correction requests and grievances.
12. Changes to this notice
The effective date and version are displayed. Material changes affecting how information is processed require appropriate notice and fresh consent where necessary. This notice must be reviewed with Indian privacy/Aadhaar counsel before public collection begins.

Citizen consent
I have read and understood how my information will be used. I voluntarily request Goa First to prepare and facilitate this government-scheme application. Data will be used only for this service and necessary verification; lawful public records may be checked to reduce errors. The government, not Goa First, decides eligibility and approval. I will review and physically sign the printed form. Goa First does not sign on my behalf.
I understand that this form requires Aadhaar. It will be processed temporarily for preparation and printing, then the stored full number will be deleted after confirmed printing or the stated retention deadline, whichever is first. A reprint after deletion requires me to enter it again.
Required and optional choices are never pre-checked. Where configuration is pending, online collection remains disabled.
